Selling your car before you PCS out of Vicenza

Getting rid of a car when you leave Italy is harder than getting rid of one at home, and the reason is a single line of status that most people never read: an AFI-registered vehicle is only temporarily imported into Italy. That is why no customs was charged when it came into the AFI system — and it is why you cannot simply hand it to your Italian neighbour on your way to the airport.

Everything below follows from that. You have four real options, and the one you pick determines how early you have to start.

Start with the MVRO, and start early. The registration office's own guidance warns departing sellers not to leave the transfer to the last minute — because an AFI-to-AFI transfer needs both people physically present, and your buyer's schedule is not your schedule. Option 1: sell to another SOFA member

By far the simplest, because the car never leaves the AFI system. If the vehicle is already registered with the MVRO you generally need only the current AFI registration to transfer it to another AFI-eligible buyer.

The catch is logistical, not bureaucratic: buyer and seller both have to be at the transfer appointment. That single requirement is what turns a sale into a problem when you are out-processing — you are trying to align an appointment slot with a buyer who has their own job, in your last three weeks, while everything else is also due.

This is the option to plan for. The other three exist because it didn't work.

Option 2: ship it home

If the car is worth more to you than it is to this market — a US-spec vehicle, something you bought new through a military sales programme, or simply a car you like — shipping it is a real answer rather than a fallback. Check the POV entitlement in your orders early, because what the government will move and what you would be paying for yourself are very different numbers, and that answer changes whether you should be selling at all.

Option 3: nationalise it, then sell to an Italian buyer

This is the option people assume is easy and it is the one with the real cost. To sell to someone without SOFA status, the car has to stop being temporarily imported and become a normally-registered Italian vehicle. The duty and VAT that were never charged become payable at that point, and the car has to enter the Italian registration system.

In practice this is not a walk-in job — it is usually done through a dealer or an agency that handles the import and registration, and the cost comes out of whatever you were hoping to sell it for. Get a number from someone who does this for a living before you build a plan around it, and confirm the current procedure with the MVRO and ACI rather than a well-meaning friend who did it in 2019.

Option 4: dispose of it properly

If the car is genuinely at the end of its life, there is a correct way to scrap it and there is no acceptable informal way. You cannot leave it in housing, on a kerb, or in a lot as someone else's problem: the registration is in your name, it is in the AFI system, and out-processing will find it. Ask the MVRO what disposal looks like for your specific vehicle.

Price it against the PCS cycle, not the calendar

The local market moves with the rotation. Late spring through summer is when families out-process, which means that is when the community market floods with cars that have to be gone by a fixed date. If you are selling into that window you are competing with people who are more desperate than you are, and buyers know it.

Two practical consequences. Sell earlier than the crowd if you can — a car listed in early spring meets buyers who are arriving, not leaving. And if you are stuck selling in July, price it on week one rather than discovering in week three that you now have five days and no leverage.
